Joseph Luke - Vice Chair

Joseph J. Luke, P.E., SECB is currently a Senior Engineer at the Lower Colorado River Authority, a state agency that provides public power, manages the lower Colorado River through a series of dams, and builds and operates transmission lines across the state of Texas. He holds a Bachelor of Arts Degree in Psychology from Northern Illinois University and a Master of Science Degree from the University of Texas. He has extensive experience in structural design of steel and concrete structures for municipal, commercial, educational and health care facilities. He is additionally experienced in the design of structures for water and wastewater facilities as well as dams. He was one of the founders of the Austin Chapter of the Structural Engineers Association of Texas (SEAoT) and later served as the SEAoT’s President. He is active with SEAoT’s Structural Licensing efforts and currently is chairperson of the NCSEA Structural Licensure Committee.


Mary Goodson

Mary Goodson is a Principal Structural Engineer and Design Technology Lead in the Structural Engineering department at CH2M Hill in Oakland, California. Ms. Goodson has 25 years of experience in structural design, structural analysis and computer programming for structural engineer applications. In addition to her extensive experience with computer modeling for structural engineering applications she has also worked with earthquake resistant design including passive energy dissipation systems, and base isolation. Ms. Goodson has served on an inaugural committee for development of building code requirements for base isolation designs and has been appointed to two committees for the California State Board for Registration for Professional Engineers and Land Surveyors. She is also Chairperson of the California State 8 hour Special Seismic Examination for Structural Engineers. Ms. Goodson earned her BS in Civil Engineering at the University of California at Berkley as well as her MS in Structural Engineering there as well.

Ed DePaola, PE is President and CEO of Severud Associates Consulting Engineers PC, New York. He is licensed in 21 states, and a member of numerous professional organizations including the American Concrete Institute (ACI), the American Society of Civil Engineers (ASCE) and the American Institute of Steel Construction (AISC). He is a past President and Founding Member of the Structural Engineers Association of New York (SEAoNY) and is currently a member of the Board of Governors of the Structural Engineering Institute (SEI), and the Board of Directors of the Structural Engineering Certification Board (SECB). Over the past 35 years, he has designed numerous projects including high-rise buildings, long-span facilities and special structures requiring innovative structural solutions. His structural designs include the Jeppesen Terminal Roof and Glass Enclosure Structures of the Denver International Airport, the American Airlines Terminal at JFK International Airport and the Bank of America Tower at One Bryant Park. He received a Bachelor of Science Degree and a Master of Science Degree in Civil Engineering from the University of Notre Dame, and his Juris Doctorate from Seton Hall School of Law. He was the Principal-in-Charge of the “Bank of America Tower at One Bryant Park”, the second tallest building in NYC and the first high-rise office structure in the world to receive a LEED Platinum rating. In March of 2012, he was made a Fellow of The Structural Engineering Institute of ASCE.

Vicki Arbitrio is an Associate Partner with the New York City office of Gilsanz Murray Steficek, a structural engineering and building envelope consulting firm. Vicki has been with GMS since 2000 and has been engineering structures for over 30 years, both new buildings and renovation projects. She holds a BSCE from Tufts University and began her career at Weiskopf & Pickworth. Vicki is currently President of the Applied Technology Council (ATC), Chair-Elect of the American Council of Engineering Companies of New York (ACEC-NY) Metropolitan Region Board of Directors and a Past-President of the National Council of Structural Engineers Associations (NCSEA).

Craig E. Barnes founded CBI Consulting Inc. in 1984.  He applies his 50 years of experience toward the advancement of the engineering community through his leadership in creating Basic Education requirements for students in the structural engineering field.  Mr. Barnes helped establish the National Council of Structural Engineers Association (NCSEA) and is a member of STRUCTURE Magazine Media Board and a continuing contributor to the publication.  Mr. Barnes is nationally recognized for his technical abilities and is licensed in 20 states throughout the United States.  His expertise has landed him in various countries to present his work, most notably his consulting services for exhibits at Boston’s Museum of Fine Arts and their affiliates abroad, and two weeks in Port-au-Prince following the catastrophic earthquake in 2010 reviewing and commenting on reports prepared by Haitian consultants to determine if buildings were safe for occupancy.  His innovative approach to problem-solving makes him ideally suited to construction management, forensic investigation, and litigation support.




Chris Cerino, P.E., SECB

Mr. Cerino, Director of Structural Engineering in STV’s New York office, is experienced in managing the design of large-scale, complex projects. With 20 years of experience, he has overseen the design of various educational facilities, hotels, transit structures, and residential high-rise towers. Mr. Cerino coordinates the design efforts among various disciplines and directs teams to successfully prepare and deliver structural plans on schedule. He has managed the structural design of several buildings designed by Pritzker Prize-winning architect Frank Gehry, including the IAC/InterActiveCorp headquarters in Manhattan, as well as the Peter B. Lewis Library at Princeton University. Mr. Cerino is skilled in the use of building information modeling (BIM) to prepare design drawings, and works closely with project architects to prepare structural plans that accommodate visionary building designs.

Lucas Tryggestad is an Associate Director and Studio Head at the Chicago office of Skidmore, Owings & Merrill LLP. Mr. Tryggestad currently holds a Master of Architecture and a Master of Science in Civil and Environmental Engineering from the University of Illinois. Mr. Tryggestad aligns project design concepts with technical solutions that are integral to the design process. His hands-on, synergistic team approach leads to innovative projects that elevate the bar for design and technology. As a Senior Technical Designer, Mr. Tryggestad is responsible for overseeing a project’s technical development from its onset to its completion.

Bill Warren is a Structural Engineer and Principal with SESOL in Newport Beach, California. He holds a BS in Architectural Engineering from the School of Architecture and Environmental Design at California Polytechnic State University in San Luis Obispo, California and an MS in Structural Mechanics and Earthquake Engineering from the School of Civil Engineering at University of California in Irvine, California. Mr. Warren has more than 30 years of professional structural engineering experience in analysis, design, evaluation, construction supervision, education, research and structural engineering analysis and design and analysis software development. He is the Secretary of the National Council of Structural Engineers Association’s Board of Directors, President of the Structural Engineer's Association of California (SEAOC), and Past President of the Structural Engineer's Association of Southern California (SEAOSC). He is the SEAOC Delegate to the National Council of Structural Engineering Associations, chair of the Structural Engineer's Association of California's (SEAOC) Publication Committee as well as the SEAOC and Structural Engineer's Association of Southern California's (SEAOSC) Certification Committee.

Don Dusenberry joined the Engineering Mechanics Division of Simpson Gumpertz & Heger Inc. in 1975 and serves as a Senior Principal.  He has taken part in numerous complex investigations, analyses, and peer reviews of buildings, building components, and infrastructures.  He has extensive experience in investigations of failed structures, including buildings, bridges, and mechanical structures.  Don is an active participant in numerous professional organizations, including the Structural Engineering Institute of the American Society of Civil Engineers, for which he is a former President of its Board of Governors.  Don has written extensively on failure investigations and topics such as structural performance under extreme events including blast, fire, and disproportionate collapse.

Dan Eschenasy, P.E., SECB, F.SEI

Dan Eschenasy is the Chief Structural Engineer of the New York City Buildings Department. He is in charge of the response and investigation of major construction and building accidents. He advises the Commissioner on engineering matters and makes final determination on structural issues.  His 35 years structural engineering design experience ranges from petrochemical facilities to high rise office towers to restoration of pre-1900 facades. A Fellow of SEI since 2014, he is a member of several ASCE Standard committees. For his work in organizing the structural engineering response at Ground Zero he was elected an Honorary Member of the Structural Engineers Association of New York (SEAoNY). He holds a Dipl. Ing. (BS/MS) from the Institutul de Constructii  Bucharest and a Master of Science in Management from MIT.
